The original LE sent and intent to proceed came back signed. Ordered their appraisal. The appraisal came lower than that we estimated the value was going to be. Now do I issue a revised LE or just proceeds with my CD with lower loan amount. Some of the fees went down because the lower loan amount.

Without fees increasing, it is not a changed circumstance. You can reflect the change on either an informational LE or the initial CD.
