I am aware that on an UTMA account, a parent or legal guardian may certify the minor's SSN. Does the same hold true for a someone opening a savings account for a minor but wants to list them as primary using the minor's SSN?

I'll preface this by suggesting that the minor should at least be able to sign his/her name on the account signature card. Otherwise, there is no way the minor can be an owner of the account. That said, a parent can certify his/her child's SSN.
