If we are going to add links to our website for information and education on security best practices, such as FDIC Consumer website and SANS Institute, would speed bumps be necessary? We have read the guidance from FDIC and everyone interprets it differently. Should speed bumps be used for all links to third party websites or not needed if a product or service is not offered to the customer?

Most banks make it a standard practice to speedbump anytime the customer leaves your web domain. It is just easier than developing a series of "what if" questions. You will note that most government agencies now speedbump there sites, even if the jump is to another government agency. It is just a good practice.

Agreed. Easier than defending why you did on some sites and not others. We apply one anytime anyone leaves our site.
