There is no longer a requirement to charge a spread over the rate paid on deposits other than normal banking standards?

I think there might still be something buried in a State law or two - but nothing at the Federal level.

That disappeared with Reg Q. Used to be minimum 1% over if deposit was at other institution, min. 2% over if it was at yours
