the PA states the address as XX address unit 1 but the county has the property as XX address unit 2. What would be the correct address to obtain the flood determination. And going out on a branch here, do our documents need to state the unit # as well or is just the address w/o unit # sufficient?

If it's a single structure with two units, just the "house #" should be sufficient. However, when it comes to the flood insurance (if required) I suggest it be specific to the unit #.
