Anyone else having trouble accessing the MLA or SCRA record search links today?

It appears both site's certificates have been revoked which means the DoD's IT group forgot to renew. Not sure what we're supposed to do in the meantime.

Is Internet Explorer the only website that cares about certificates? I've never had google chrome or mozilla firefox ask me about certificates........it's weird here.....have had complaints about the issue (we are now an IE place only...ugh)....but one of my users was able to get on and pull one.

I've got the same problem and I use Firefox.

I just called their technical support and they have a message "503 error code and then something with decoding/encrypting" I don't 'speak' IT so I didn't catch all of the message.
I hope they will be able to fix this really soon. :-)

I'm on hold with them now to see what they say. That initial error message only stated something about saving the file. We can't even access the website. I'll let you know what I find out.

My wait time is "approximately" 22 minutes...ugh!

Well, it was just barely over at 24 minutes. That being said, it was a complete waste of time. They had no idea how long it would be before their certificate issues were cleared up. I have doubts whether the person I talked to even understood what I was asking. GRRRRR!

A question I have is if we are having issues with their website, how are the credit reporting agencies getting their information for the notifications that are on the credit bureau reports?

Most big companies/agencies have direct access to the database rather than through their website. I am not sure if they are able to obtain the status but I'd think or hope that they are able to get it due to the direct access.

At least that's what I remember from reading through all the documentation in the beginning. Everyone can register to access the database directly. We chose not to as our volume isn't that high.

That is odd; I wonder why it is working for some and not others? Did you recently update your IE Patches?

Heck, i don't know.....sorry. Like i said above, i have one processor who is able on one server to get there. It is definitely weird.

The problem is the website's certificate has expired. While some banks IT departments may let you access a website with an expired certificate, many IT departments won't allow that.

Here is what I get when I try to access the website: "A secure session cannot be established because the site ( mla-ap.dmdc.osd.mil ) provided an invalid certificate." It goes on to say "Reason: OCSP_REVOKED_CERT"

Thanks everyone. - I also think it is an IT security setting. I can access the website from my cell phone now (I was not able to do so earlier today) but I still cannot access it from a bank computer. I will have our IT Director look into it.

They have an automated message at their 800 number acknowledging the issue.

Does it say anything about WHEN they'll fix it?

Those of you who rely on the website, what are you doing while unable to access it? Delaying closings? Accepting violations?

My IT guy is kind to me, he lets me have Internet Explorer, Firefox and Chrome. We are using IE 11.0.96, Firefox 61.0.1, and Chrome 67.0.3396.99

I can't make any of the three connect.

The only luck we're having is by going to the site via cell phone....that is seeming to work.

I tried to do that and got a warning that "this maybe a fake site"
So immediately closed out of it.

We didn't get such a warning....and the site looked like it always did....we didn't actually do the status report pull though.

So, what is everyone doing for now (if you rely on the website, i understand some use the credit reporting agencies)? Delaying your closings?

I guess i should add....we have some loan types (signature loans for example) that are often a one-day affair, application to close. Those are the types i'm talking about.

1-800-477-8227 is the MLA website's customer service number. I believe they use the term customer service jokingly. They had no desire to understand what I was telling them yesterday.

We are asking the borrower's if they know if they are subject to the Military Lending Act, and we are noting in the loan documentation that the website is not accessible.

As a side note, I called our OCC Field Office yesterday to ask if they knew anything. I was told that I was the first one to say anything about it. They weren't aware of the issue. They were going to check into it, but I haven't heard back from them.

BSAguy makes a good point. It isn't a violation to not check the database, though you would loose your safe harbor. 232.5(a) provides that a creditor may use their own method to determine whether an applicant is a covered borrower. Therefore, conducting due diligence, as BSAguy suggested, is completely permissible though it does loose a safe harbor. I'm not sure I would want to forego too many loans for the safe harbor, but that is going to be a management decision.

Just talked to support, ticket number 1633893, issues has been on going since Friday and they hope to resolve it by COB today

The Department of Defense is currently working to resolve a technical issue with its Military Lending Act database after bankers reported receiving rejection messages when attempting to verify a servicemember’s status. DOD confirmed that an expired commercial security certificate on site the was the cause of the problem. While some users were unaffected, others reported being unable to access the database at all. Bankers experiencing difficulties with the database should contact the Defense Manpower Data Center technical assistance number at 800-477-8227.

"Bankers experiencing difficulties with the database" who call that number should expect what exactly? "Yep...it's not working"...or something that's actually helpful?

I just tried and was able to access through Explorer, Chrome and Edge. Looks like the issues may have been resolved?
