We have a newly opened Travel agent business that provides travel to Cuba (not an airline)-Do they need to have an OFAC license? Can find a lot about the travelers, not clear on the business of a travel agency?

Does anyone have travel agents/agencies that offer travel to Cuba? Is there a time when they would not need an OFAC license, such as going through someone does?
