Can someone direct me to the regulation that limits the rate products (to fixed or capped) for TILA loans secured by real estate or a dwelling? I found 1026.30 but this is only for dwellings. I would greatly appreciate the help!

Other than 1026.30 you would have to looking to State law. Regulation Z just requires you have a cap on a dwelling secured transaction.
