We have a customer who we believe is involved in a scam and has purchased a couple of larger cashier's checks. Her story doesn't make sense so we are pretty sure it is a scam but she doesn't believe it. Can we refuse to sell her a cashier's check payable to these fraudsters even though she has good funds in her account? My gut says we can't refuse her access to her money but just wanted to make sure.

Yes, you can refuse to sell her a cashier's check, but she can still just take the money out in cash and go somewhere else to buy a cashier's check. But you do not have to participate in what you think is fraud.

We refuse to do transactions we think are fraudulent. They may choose to close their accounts.
