Would it be inappropriate to use drivers license copies maintained in a New Accounts department (locked in the vault and not accessible for lenders) to determine if applicants are male or female?

Due to the nationality my client serves, it is almost impossible for me (an independent outside consultant) to determine gender by reviewing names alone.
