We are converting to OnBoard Deposits and CSi documents. In reading the EFT agreement regarding zero liability it states -

The zero liability provisions do not apply to PIN-based or PIN-less debit transactions not processed by the Visa or Plus Network, including ATM transactions outside of the United States.

I looked through the Visa website and Visa Product and Service Rules and could not find anything about ATM transactions outside the US being excluded from zero liability. Is this true and where can I find this information? Also, would this apply to both debit and credit cards?

It is not all ATM transactions, only if they are not processed through their networks. They still have rights under Regulation E.

not processed by the Visa or Plus Network, including ATM transactions outside of the United States
