Non-compliance for what part? With any violation of Federal regulations - refer to 12 USC 1818(i). That is your overriding worry regardless of whether there are penalties built into any regulation.

Other than that, TISA is pretty toothless. BUT, many violations of TISA can be bootstrapped into UDA(A)P problems, and that's where you can get into bigger financial swamps.
