we still have our CD rates posted on the old timey board in our CD department. we'd like to get rid of the board and advertise them in our lobby area on our digital sign. Would that be a compliance issue not to have them at our CD desk? Is there a certain criteria for that?

Not unless you are required to post them based on State law. You still have the met the indoor advertising rules.
