For non-US citizens without an ITIN, we currently use all 9's in the SSN field in our system. For various reasons, we are looking to assign a unique identifier instead. Of course, we will have to avoid using any potential ITIN's or SSN's. Does anyone know of a resource that points out which numbers are not being used by the Social Security Administration, and will never be used? I've done some digging via Google and am coming up short. Thanks in advance for any advice you may have!

Our system will accept alpha characters in the TIN field and we use NRANRA or RARARA
