Our bank has been nominated for Hometown Favorite. Our Marketing Dept would like to put a post out on our FB page with a link to the contest to encourage voting. Is there anything I should worry about with posting a link to a third party on FB?

Do the "speedbump" rules apply? The content is totally under your control--no different than your official website. Even if they don't, it's always a good idea to draw a bright line between your space and that which is controlled by the decisions of others.

Another issue is that the linked page advertises a lottery drawing for each vote made.....not sure if we would need to do something to distance ourselves from that as well.....
