An attorney, who is registered with the state bar, wants to open an iolta account without registering for a business license since he is working from his home. Is he required to obtain a business license?

I don't believe so. His registration with the bar is proof enough he can practice. An IOLTA can be opened for business he conducts as himself as attorney.

it would be a matter of state law.

In NY it would be good if he is operating under his own name,

add Inc., LLC or a different name paperwork is required
