Are we required to tie IRA rates (variable or fixed) to an outside index? I think that back in the 1980’s when they first became available, it was a best practice but I cannot find it mentioned anywhere now? We have looked at the regs but cannot find where it even mentions this.

Reg DD sets the disclosure requirements for how variable rates must be disclosed (i.e. frequency of change, when changes can occur, floor limit and/or ceiling, and index if applicable). There has never been a requirement to tie an IRA or any other deposit account to an index.
