Just confirming: OCC's preemption rule applies to SCRA, correct? I cannot find anything to the contrary but am dealing with a borrower in Louisiana that is claiming benefits apply under state law.

OCC preemption doesn't preempt federal laws and regs. And any state law that is more protective of a servicemember will certainly be effective.
