I had a loan officer in one of our markets send me a form letter that they wanted to send to perspective customers for HELOC loans. They stated they had gotten a list from the local PVA office of potential customers and wanted to reach out to them.

Besides the letter being an advertisement for our HELOC product, what other issues could this cause?

Yes. I went back to the email I received to make sure and they said they had a list from the PVA office of potential HELOC customers..

So the list is based on public property evaluation information. So the questions become, why only this one loan officer, what is the expected pay-back versus the expense, how was the list parsed and does the selection of the individuals getting the marketing material represent any fair lending issues, and how does this fit into you overall mortgage marketing outreach efforts.
