We have a property with a primary residence and also a guest cottage. The guest cottage is currently not habitable without repairs being made. Do we report 1 unit or 2 units for total units?

I could go either way. Do they plan to repair the cottage? If so, I'd call it 2 units. If they don't, I call it 1 unit.
