Can we count a legal public holiday (in this case Washington's Birthday) in the count for the 3 day waiting period for appraisal delivery?

Business day is not defined in Reg B. But the common interpretation is that the three business day delivery requirement runs concurrent with the CD delivery requirements. A Federal Holiday is no more of a business day than a Sunday.

We would also exclude the holiday from the waiting period count. (as Randy said)
