Investment in a Airport Bond to fund terminal and runway expansion. Obviously the airport is located in a moderate/low income tract. Could the case be made that this supports community infrastructure development in LMI tracts?

How about economic development? Are there LMI jobs being added as a result of the expansion? Infrastructure development is not a specified CD purpose. You might argue revitalize/stabilize......
