i fail to see the issue here...as stated:

i've seen this plenty of times growing up in Texas and Louisiana, sometimes the pickup had a railing around it, sometimes not, sometimes it was a horse, or a cow, even goats and pigs (some of those pigs can get pretty dang big)...and lets not forget that people have ridden like this forever...

I've seen them hauled in the back of a truck, but not without some railing and at least a tailgate! That horse is worth MORE than $15k if you ask me!

I should also add, I don't believe I've seen them hauled in the back of a truck on an interstate either...and not at 70mph.
