My question is the timing for letter #2

1st letter is sent to borrower the day we are made aware there is no insurance in place (thank God our forced placed carrier allows us to backdate coverage when we find out too late)

2nd letter is sent out how many days later. I am seeing both 15 and 30 days after the 1st letter

3rd final letter is sent 45 days after 1st letter and borrower is charged on day 46.

Unless you are force placing an MPPP, there is no requirement to send a 2nd or 3rd letter. If you you are forceplacing an MPPP, it is 30 days.

Don't confuse the force-placed insurance requirements of Regulation X §1024.37 and the force-placement rules for FDPA-required flood hazard insurance. Note that required flood coverage under the FDPA is expressly excluded from the §1024.37 requirements by paragraph 1024.37(a)(2)(i).
