Would a loan to a service-disabled veteran-owned company qualify as community development?

It could if it met the "size" and "purpose" test of economic development, but also could under revitalization/stabilization. I do think that the loan would be reviewed the same as any other though--just because it is veteran owned doesn't make it more responsive the communities needs.
