I am having a hard time figuring out what timing rule to use if a borrower asks us to send a CD via fax? Is that considered in person or by mail? It doesn't seem to fit e-Sign rules, but I don't know what it is.

It is nothing. You can fax it if you want, but you better also drop it in the mail.
