Some Reg CC reference guides I've come across have Redeposited Items hold as not applicable to US Treasury Checks and US Postal Money Orders. I don't see where they are excluded from this exception hold. Is the NA really because if one of those are returned, it is going to be for a reason that can be fixed, like endorsement, or it will be returned as because it is fraudulent? I would expect they would never be returned NSF and therefore wouldn't be redeposited by the customer in an effort to collect. Does anyone know if that is the reasoning or am I missing something vital in the reg about this type of hold?

That is precisely the reason. Those checks are never returned NSF. So they won't ever meet the requirements for a Redeposited Item hold.
