We are currently in the process of building a brick and mortar branch in a new county that we took as part of our assessment area. Can we open our online banking to accept accounts from that county even though we don't have a physical location there yet?

In order for the county to be added to your assessment area you must already do a substantial amount of business in that county. Why would you not allow it if it is in your assessment area??? Also, how are you currently servicing that area without a branch location and do not allow on-line banking?
