If a private flood carrier is listed on FEMA's WYO list, does that policy need to be reviewed for mandatory acceptance or would these be classified as an extension of NFIP policies?

An insurance company could be both a WYO and also underwrite private flood insurance - so it would depend on the policy you are looking at.
