Is it a common practice to have a designated Privacy Officer. If so, where does this function reside?

Well not specifically, but a large bank might have one. Most of the time the duties to coordinate privacy compliance is a component of various senior officers responsibilities within the organization. Privacy - when it comes to IT is a whole can of worms compared to the privacy concerns from an operational standpoint. It is really going to come down to what exactly might be their responsibilities as outlined in their job description and where that specifically fits best within your organizational structure.

Pulling people out of the ditc...
i have never seen a corporate title of Privacy Officer...the duties around this i believe would most closely align with someone in Compliance, rather than someone housed in an operation role (such as IT/marketing/deposits)

I was just named as Privacy Officer for our Bank. I am also a Senior Compliance Officer. I will be working closely with Information Security especially on the new California Consumer Privacy Act. Lots of fun to come!!

We don't have an "official" privacy officer at my bank. I handle the Privacy Policy and update if necessary each year to go to the board but there is no approved/designated privacy officer, only a BSA Officer, Security Officer and CRA Officer.

We do not have a Privacy Officer. Privacy reviews, updates, etc. are included within Compliance's and Security's scopes.
