Hello, I’m looking for some guidance on 3rd party payment processors. Would a customer who’s a convent store who collects payments for utility bills be a TPPP? In this case the customer collects cash and makes the online payment on behalf of the individual.

Yes, services like checkfreepay locations would be considered TPPP's.
