When is a CTR considered 'filed' when it comes to the 15 day timeframe from the date of the transaction? Is it the date it is submitted electronically or the date it is acknowledged by FinCEN?

The date it is filed with FinCEN. You should get a confirmation that the report was filed. The acknowledgement will come 2-3 days later.
