Management would like to increase the fee we charge for non-customer at our ATM's. Would the notice of change be 21 or 30 days prior?

How are you going to notify every non-customer? There is no advance notice required at all. Change the fee disclosure on the ATM screen and the non-customer either elects to accept the higher fee or press cancel and go to the ATM down the road.

Perhaps you should have titled this discussion "Increasing ATM surcharge." Most would consider "foreign ATM fee" to be a fee charged to your customer for use of another bank's ATM (or an ATM that's REALLY foreign, as outside the U.S.).
