Hello, we currently have a non-customer that is using our ATM to cash checks that don't clear. Anyone ever run into this and what did you do?

I'm unclear on how they are doing this. Do you 'cash' items for non customers at your ATMs?

Evidently so, I just started with a new bank a few weeks ago and this is the first I have heard of this.

Honestly Olivia - I have never heard of this. I know some banks will accept deposits for other financial institutions, but I have never worked for a bank that does this either.

I suggest you discuss what you think is happening with the people in operations who know what your ATMs can and cannot do. That may give you a better idea of what is happening.

So this person is a credit union customer that comes to our bank owned ATM and deposits her check and then immediately takes the money out. Is there a way we can disable her debit card from being used at our ATM. Evidently because we allow our customers to deposit at foreign ATMs we must allow it at ours.

This would be a question for your ATM processor.

Aren't you simply processing an adjustment back to the credit union when you received the return check?

What Brian said. It's been awhile since I worked at an ATM, but yes, you have a system to process these back to the credit union whose customer it is. I managed an ATM department for a CU that participated in this. You could contact the adjustment/ATM/Debit department of that credit union also and let them know what's going on, I would think they'd hotcard her for this.

While it is work to process these, your credit union isn't the one that would take any loss (unless I've missed some big changes since I've been out of the credit union world).

Pulling people out of the ditc...
the bigger question may be have you discussed this with the CU she banks at and ask them why they allow instant access to funds deposited at a foreign ATM. clearly their customer has found a loophole they are exploiting, and the CU should be made aware. Then they can fix on their end so she doesn't have instant access to uncollected funds.

I actually spoke to them yesterday. They forwarded my concerns to their "Security Team" and the response from them was that they don't see any issues with the account and they will not be looking into it further.

When you are in a sharing arrangement you have to abide by the arrangement's rules. There will be procedures for you to recover from the card-issuing institution when a check deposited at your ATM by the card-issuing institution's customer bounces, but you may have a limited window to complete those procedures. You have no say in how the other institution deals with its customers' access to your ATM as long as you are in the sharing arrangement.
