Thoughts on municipal identification cards for use in CIP? Any bankers accepting the municipal ID card?

As with any form of ID, each institution make perform its own risk assessment of available forms of verification and determine which it is willing to accept. We could have this same discussion about Firearms ID Cards, Matricula Consular cards and so on. Since the information required to obtain such an ID will vary from city to city that issues them, you will need to evaluate if you are comfortable with the issuance process before deciding to accept them.

I would not base my CIP on "what everyone else is doing" since my risk tolerance may be different from "everyone else."

I agree with Brian. When we're considering unusual ID types such as these, we review how common they are (do we even need to bother?) and review what the criteria is to obtain one. If you just show up and sign a form and are given an ID, for instance, I would not thing that that is reasonable verification. If they have to provide a passport, fingerprints, blood sample and background check, I'd probably allow it.

Yeah, that blood sample at the RMV to get my new "REAL ID" was a surprise. The blunt needle was painful. LOL
