If the customer wants to debt consolidate plus borrow money for same as above would this still be HE?

Didn't see this before.....it doesn't change my answer. I'd still consider it construction. Probably wouldn't change Randy's answer either. Pick the argument you like i guess and go with it would be my advice.

Just want to add.....i think Randy's point about living in the home is a salient one, and is sort of where i was going initially with my questions about what "finishing the interior" meant. My answer has always been based on an idea of when a home is constructed and completed and when it isn't. I'm certainly not trying to make any sort of blanket statements than can always be applied to any loan for funds to "finish the interior" of a home. Each case must be looked at separately and a determination made based on the facts of that loan IMO.
