Hello, we have a loan where we issued an LE with an appraisal fee that we normally get charged in out area. The borrower is purchase this property in a rural area and we had a hard time finding an appraisal that would take the order. One finally accepted which he i normally a commercial appraisal and the fee came back a twice the amount our normal appraisers charge. Can we issue the loan estimate is this a valid changed circumstance?

It is really up to the bank to provide a good faith estimate on the initial LE. Finding out later that it is going to cost more is not a changed circumstance because information about the applicant or the property did not change.

Ok another question what is our loan estimate has expired. Can we redislose?

What do you mean expired. The applicants never provided you an intent to proceed by the expiration date on the original LE? If that is the case, you can make any changes that you want to without a changed circumstance.
