How are other banks handling their Notice of Negative Information to loan customers? Do they give notice at the time the loans are made (signed) or do they give notice after that date? Do they give notice at the time they send the customer a past due notice?

Many banks just print it on all past due notices. Some give it at the time the loan closes.

And some do both just because. Either option Randy explained is sufficient.
