Sort of depends. Mainly based on if it is a fee for a component of "the title examination, abstract of title, or title insurance or if it is just some miscellaneous unregulated junk fee that the title company is charging.

It is actually a commitment to insure, though I haven't seen a separate fee in quite some time.
