Opening a new branch approximately 65 miles main home office. Wanting to use "Locally Owned and Operated" in Grand Opening ad. Does that work? Feels a little off to me.....

It's a relative and subjective. In rural areas, 65 miles is local. It depends on where you're at and what that words means to you. I don't think there's anything deceptive (or illegal) about saying those words in this case.
