For a loan above the Reg Z threshold and for large income Private Banking customers:

  • would it be acceptable to use a completed signed Personal Financial Statement be considered an acceptable completed application?
  • if it is, what information and regulatory requirements must be included in it?

What constitutes an application for credit is a business decision. It can be written on a napkin for that matter, Without seeing your Personal Financial Statement for, the best we can do is to refer you to Regulation B 1002.5.

I'm assuming you're talking about Reg B. You said "completed application." It's definitely a business decision as Randy notes, but you're setting yourself up for failure if you're calling a single peice of paper a completed application. Be sure you're recognizing the difference between an "application" and a "complete application."
