Is there any licensing concerns when during the NFL season we have employees hold signs with the local NFL team while wearing the team's apparel?

In a commercial message - no - not without permission from the franchise and the league.

No - you cannot wear licensed apparel in a commercial advertisement without permission.

Similarly, I had a client that wanted to advertise a variable rate money market that increased the rate by the number of touchdowns a particlar NFL team scored during the season and had their ad filled with trademarked logos and terms. I'm glad they ran the ad past me prior to publishing.
