We sell some loans on the secondary market. We have an application that was approved pending income verification (decision was made by investor), but was ultimately deemed an incomplete application due to no response from the applicant. We sent out the notice of incompleteness. Who reports the HMDA? I am having an HMDA data overload at the moment!

If you sent out the notice of incompleteness, I would say you made the decision, not the investor, so you'd report.
