I am working on a SAR for structuring deposits and I (unfortunately) do not have any evidence of whether the primary or the joint was making the deposits. Every deposit is below the record keeping threshold for internal cash forms, and we do not require signed counter vouchers for deposits. Should I include both the primary and the joint on the SAR as suspects and say they are both benefitting from the funds?
