I'm having difficulty deciphering the Operating Guidelines. If customer (consumer, not business) uses our website or mobile app to request that we initiate a debit to an account belonging to the customer at another financial institution, is the appropriate code PPD? WEB? If the consumer is debiting a third party account at the other bank (assuming we have the third party receiver's authorization, too), is the answer the same?

"Debit WEB entries are used by non-consumer Originators to debit a consumer based on an authorization that is communicated, other than by an oral communication, from the Receiver to the Originator via the Internet or a Wireless Network. This Standard Entry Class Code also includes debit entries authorized under any form of authorization when the instruction for the initiation of the entry is provided to the Originator, other than by an oral communication, over a Wireless Network."

Your bank is the non-consumer Originator that debits the consumer's account at the other FI based on the non-oral authorization received via the Internet or a Wireless Network.
