Marketing has put together a design template for commercial business proposals to be used when commercial customers request a proposal for our services....would a proposal be considered an advertisement? For deposit services and loan rate proposals, do advertising rules need to be followed?

Sounds more like an application, but it hard to say without seeing the document.

Definitely not an application.....more like a brochure but it is individualized for a particular business with the services that we can provide a that business.....it's called a "request for proposal"....if a business requests a proposal from us on what we can do for them....this would be a template used to provide that information......
