We are changing Debit Card Vendors and have found out that the bank is absorbing the fees for Debit Cards used internationally. We want to change this and have the customer absorb the fees. Do we need to disclosuse that anywhere? Or send them a notice?

You cannot impose additional fees under Regulation E without a change in terms disclosure.

When/If you move forward with that I would also advise you to think long and hard about how you disclose those international fees. While we understand that the fee is related to where the merchant is located, there have been recent lawsuits about a customer being charged an international fee while making the purchase in the United States.
