I'm reviewing a dispute that was denied involving Paypal transactions. Here is some of the investigators notes:

As the cardholder did establish a relationship with Paypal and enter card data into the App, these transactions are the responsibility of Paypal.
Cardholder must resolve this dispute directly with Paypal. Cardholder may want to research Terms of Use and/or contact information on the Paypal website or app. This dispute is being denied.


This isn't an adequate reason to deny the dispute is it? Even if they entered their debit card into their Paypal account, if an unauthorized transaction takes place in that account, isn't the bank on the hook because of Reg E?

Once they authorized PayPal to hit their debit card for PayPal transactions, any unauthorized transactions through PayPal become PayPal's responsibility. See 1005.14.

Would this be the same as when a customer enters their card # into iTunes, etc and authorizes several transactions for different games on their phone or PlayStation and then come in later and say that some of these transactions are authorized but others are not authorized? Can those be denied based on the same premise?
