We have several links at the bottom of our webpage, such as Privacy Policy, ECOA Notice, and Online Security tips. Are we required to provide access (a link) to the same notices being displayed in branch offices? I'm specifically thinking about the Funds Availability and CRA Notices.

You are not required to have any of those on your website if you choose not to, unless it is some State law issue.

To the extent a document must be delivered to satisfy a legal/regulatory requirement, you're probably delivering it by other means (possibly on paper), so items like this would be courtesy copies when/if you choose to offer them on your web site.
