Does anyone have a link to the current operating rules? I am trying to see if it is still a violation to do a cash advance over the phone and pay off existing debt with a cash advance. I cannot find the citations or any mention of either in the visa rules linked on this site: https://usa.visa.com/support/consumer/visa-rules.html
